Intersect supports the growth of decentralized and inclusive systems through technology and education, the administration of Cardano’s governance processes enabling technical changes, and advocacy. This can translate to internal operations and providing funding to develop Cardano’s open-source technology.
To establish Intersect and provide sufficient capital to operate, Intersect has been seed funded by members and Emurgo. , Intersect will seek funding for 2025 via a community vote from the Cardano treasury or alternative sources.
Cardano has an underlying operational cost to keep the network running . This includes maintenance, upgrades, and a variety of technical innovations to ensure Cardano continues to be current and a leading blockchain.
To hold these initial operational funds, Intersect designed the Cardano Development Trust (DevTrust). This is a fund that’s mandated to only use its funds for the benefit and development of the Cardano blockchain. The DevTrust acts as a vehicle to support and fund the continuity & vision contracts, and other commitments (such as grants). Intersect’s mandate is to administer the DevTrust to fulfil contractual agreements and earn service fees to support its operations.

Supporting the rollout of Cardano's on-chain governance through support services for the ICC and DReps, plus tooling (like Cardano GovTool) and hard fork facilitation.
Creating a shared Cardano product roadmap to take Cardano into 2025 and beyond.
Establishing an annual budget process for Cardano, utilizing Cardano's treasury to support key areas such as core infrastructure, research and development, community grants, marketing/growth. and more.
Intersect is designed to be steered by its members so the future of Cardano is community-led. The membership body provides this steering via standing committees. Standing committees are designed to be community-led, with community members taking an active role influencing the future of Cardano.
Intersect will initiate seven standing committees in 2024, covering the functional operations required to steer the delivery of "continuity", provide steering direction to the drafting of Cardano's constitution, support the internal membership, and more. A standing committee is expected to be a permanent fixture, although, changes may be required as the committees mature and the objectives evolve. The governing board will review proposed changes and support the membership.
Working groups typically roll up into one of the seven committees. Working groups are, for the most part, temporary functions that support a committees' wider objectives or to expand expertise by seeking contributions from outside of Intersect. Working groups can be on any subject and are by nature less formal than standing committees.

Intersect’s initial governing board comprises five member seats. To establish operations, three board members have been appointed with representatives from seed funders and members, with , Emurgo, and the COO as interim on the third seat. The third seat has been offered as an academic position to Wyoming University’s Blockchain Center of Excellence. The seed funder seats have a three-year term in consideration of funding given, whilst the academic seat will have a one-year tenure.
The remaining two seats have been filled from Intersect’s membership, with elections held in the October 2024 election.
The board is currently reviewing the pan to expand the board to 7 member of which 4 will be elected from the membership.

Intersect is a member-based organization (MBO), which means the community is in charge of steering and organizing the future of Cardano’s blockchain. Anyone or any organization in the community can choose to join Intersect.
The board currently has five seats. IOG and EMURGO hold two. Wyoming State University holds the education seat; two seats are available for Intersect membership.
The committees are teams made up of people from the Cardano community. They steer and provide recommendations on behalf of the community at large.
In October 2024, the first elections selected half of the committee members. Now, in this second election, the remaining seats will be filled—completing the committees and strengthening community-led governance for the year ahead.
Only Individual and Enterprise members or employees of our seed founding organisations are eligible to apply for a seat on a committee as stated in the member benefits.

Governance Action (GA) - the on-chain action available for on-chain voting enabled by the implementation of CIP-1694. There are seven different actions specified within CIP-1694. GAs are enacted when on-chain votes approve them. GAs are what users submit votes on.

For example, the conversations surrounding a proposal could become metadata for when it is posted as a governance action on-chain. Proposal - a draft governance action, before it is submitted on-chain.
There is no set amount for this award, as we would prefer applicants to specify the amount needed to implement their proposed solution, allowing for a broader range of creativity. However, to help applicants sense-check their proposal, we expect the costs to fall in the range of 40,000 - 60,000 dollars. Note that you may still propose outside of this range with valid reasoning. Consideration for value for money will be taken into account during the evaluation.
Key dates to consider: The vote for the CC election should be launched no later than June 10th
Design phase: based on initial requirements collaborate with the related WG and supporting Intersect team to refine the technical plan and user experience. The outcome should be a detailed list of critical requirements, an architecture map on how to achieve them by using the choosen exiting open source tool as a starting point, and a flow and set of screens to support the experience. By 4th April - (3 weeks)
Development phase: adapt the open source tool following the plan defined in the previous phase. Development and testing. Outcome release ready version on an environment for final testing. By 9th May - (5 weeks)
Final testing: perform at least one test vote to confirm the solution is stable and reliable for the cc vote and its results are fully auditable. By 23rd May 2025 - (2 weeks)
Anchor - in the context of CIP-1694, and anchor is information attached to a governance action. It includes a URL pointing to metadata, and a hash of the contents of the metadata URL so that users can check if the URL still leads to the originally linked metadata.
To respond to an open tender, please ensure the following:

In turn this will drive forward the growth of Intersect on behalf of the Intersect membership and wider Cardano ecosystem.

Intersect serves as an Administrator within Cardano’s funding ecosystem, helping to operationalize community-approved proposals by coordinating due diligence, contracting, and on-chain disbursements. This role is grounded in the principles of transparency, decentralization, and adherence to the Cardano Constitution.
Intersect does not evaluate proposal merit or act as a funding body, but ensures that the governance process is carried out with integrity and that delivery is trackable, auditable, and aligned with community decisions. The Membership and Community Committee (MCC) fosters a thriving Cardano community through effective Intersect membership sales, account management, community support, tooling grants, education, and engaging events.
It devises strategies to engage community members, promote collaboration, and encourage meaningful contributions. By organizing events, forums, and online platforms, the committee creates spaces for interaction and knowledge-sharing among community participants.
The MCC oversees membership within Intersect and, by doing so, ensures that each member has access to benefits and opportunities for fuller participation in Cardano’s growth and development. The MCC also reviews, accepts or rejects proposals for community Working Groups.

The Technical Steering Committee ensures that the governance of Cardano is based upon sound technical awareness and best practices.
The committee is a rallying point for key members, suppliers, and third parties to coordinate the delivery of development services to support the Cardano blockchain. The committee facilitates contract arrangements and service level agreements, creates proposals of technical concern, reviews, and evaluates proposals prepared by the Cardano community, such as parameter updates or hard forks.
Takes a leading role in defining and advising on Cardano Continuity development to support the Cardano network, including contracts and agreements with Intersect members. It’s a highly technocratic committee, providing deep technical analysis and advice to ongoing development projects, parameters settings (through the Parameter Committee), and any other network related conditions.

In October, the Committee Elections will be held. These elections allow members to participate in shaping the committees that drive progress across critical areas such as governance, technical development, community engagement, and more.
To participate in voting, members must meet the following criteria.

In September, the Intersect Board Elections will take place — a vital opportunity for members to help select the individuals who will oversee Intersect’s strategic direction and ensure it remains aligned with its mission and community values. During this time members will be able to elect 4 board members out of the 7 that compose the Intersect Board.

We have translated the application form for the Intersect Committee elections into five different languages to ensure accessibility for a broader audience. The available languages include Spanish, French, Portuguese, Sinhala, and Japanese. This effort aims to encourage greater participation and inclusivity within the community by making the application process more accessible to non-English speakers.
The audit for this election has been performed by DQuadrant.
The first review of the audit pointed out a some duplicate votes submitted due to a bug in the voting tool database. During pick time, the database speed allowed some members to submit more than one vote for the same candidate in the same voting event by clicking more than once on the voting button. Because it is one member one vote, it was easy and without risks to identify the duplicates and remove them from the results to get the correct counting (even if kept those votes, in total 55, would have not changed the results).

Cardano Improvement Proposal (CIP) - a formalized design document for the Cardano community and the name of the process by which such documents are produced and listed. A CIP provides information or describes a change to the Cardano ecosystem, processes, or environment concisely and in sufficient technical detail. More information can be found .
Funds can be partitioned into Treasury Contracts at any time; they can be specified in the treasury withdrawal governance action, or funds can be moved into smart contracts at a later date. This latter option may be used to smooth the adoption and risk of a big-bang approach. It is expected that several partitions or slices of funds will ultimately be used.
These can be themed arbitrarily but are expected to follow some logic, either thematically, by use, or most likely phases of deployment, such as ‘2025 Budget Proposals’. However, there are multiple possibilities for now and in the future. An illustration is provided below.

Metadata Anchor - in the context of CIP-1694, metadata anchors are a mechanism to attach contextual data to on-chain governance artifacts. These anchors include a URL pointing to metadata plaintext and a hash of the plain text metadata hosted at the metadata URL. The hash can be used to verify the integrity of the metadata hosted at the URL. These can be attached to on-chain DRep registrations to allow DReps to share profile information hosted off-chain. Such metadata should conform to the structure defined by or subsequent CIPs.
- This CIP extends the CIP-30 API to add specific support for governance functionality. This allows sharing of DRep identifying keys between wallets and dApps to allow dApps to identify users who have registered as DReps on-chain.

Given the novel decentralized approach to oversight and the constitutional requirement for traditional written contracts, several considerations must be understood.
Most importantly, it should be understood that these smart contracts effectively hold money in a transparent on-chain ‘escrow.’ When held in these smart contracts, the treasury funds are never initially in an Intersect account or wallet. These smart contracts lock the ability to stake and delegate.
Vendors must be aware of how oversight works before signing any contract and how it may affect disbursement or modification. They are consulted before the oversight committee agrees on their particular partition/treasury contract and/or vendor contract.
Vendors have representation in smart contracts. Not all smart contract actions can be unilaterally undertaken against a vendor. There needs to be a mutual agreement with vendors before smart contracts can be agreed upon, funded, and modified. Some specific actions require a vendor signature via a key before they can be enacted.
Each escrow environment or treasury contract may have a unique oversight committee makeup and unique permissions. This allows for a level of future-proofing. These smart contracts enable more unique use cases as needed, which can be legally permitted over time.
These smart contracts, designed to manage treasury funding are new. The team already have plenty of ideas for additional features and use cases.

Following our introduction to Smart Contracts and Cardano budgets, this knowledge base article aims to outline how they will be utilized from the perspectives of the ecosystem, proposal vendors, as part of Intersect’s administration.
Ultimately, treasury funds withdrawn as part of an Intersect treasury withdrawal governance action will, wherever possible and applicable, use multi-signature controlled smart contracts to safeguard treasury funds and make the use of treasury funds transparent on-chain.
Smart contracts will hold treasury funds and vendor payments transparently on-chain, effectively in escrow. These smart contracts can be partitioned into themes and specific project contracts, enhancing community visibility and transparency.
These smart contracts have been built with a specific, limited set of permissions, each of which is authorized through keys and, should they be executed, would be transparent and auditable on-chain. Each partitioned theme or grouping of treasury funds can have its own unique set of permissions. We refer to this group of permissions as an oversight committee.

Intersect, a community-driven organization dedicated to supporting the Cardano ecosystem, requires a robust and versatile voting tool to facilitate stake-based voting events throughout the year. These processes include Constitutional Committee elections.
We're seeking a community builder to repurpose an existing open-source voting tool to be used for various stake-based voting events, starting with the upcoming Constitutional Committee (CC) elections in Q2 2025. 1. Introduction
Intersect is administering an election process for the Constitutional Committee (CC). This document outlines the guidelines governing the use of services provided by Intersect for this purpose. By taking part in this CC election process, participants indicate their acceptance of these guidelines.
2. Role of Intersect
Intersect's role is strictly focused on providing the platform and tools necessary for conducting this CC election. Intersect does not possess ownership of, nor exercise control over the Constitutional Committee. The CC operates as an independent entity.
3. Constitutional Framework
This election process is conducted based on the principles of the current Cardano Blockchain Ecosystem Constitution. Participants involved in this election process are expected to be acquainted with and follow the principles and guidelines detailed in the Constitution.
4. Scope of Responsibility
Intersect does not hold responsibility for any actions, decisions, or failures to act by the CC, its members, or any participants in this election process. Furthermore, Intersect is not accountable for the outcome of this election, the operational conduct of the CC, or the execution of any decisions made by the CC.
5. Eligibility and Participant Information
The criteria determining eligibility to participate in a CC election process are established within the Cardano Blockchain Ecosystem Constitution. Participants bear the responsibility for ensuring the accuracy and completeness of the information they provide during this election process. Intersect is not accountable for any inaccuracies or omissions in information supplied by participants.
6. Election Process Administration
This election process will follow the procedures and rules set forth by Intersect, ensuring alignment with the Cardano Blockchain Ecosystem Constitution. Intersect retains the capacity to modify aspects of this election process should such changes be necessary to maintain a fair and transparent election.
If the application doesn't look genuine or if it looks incomplete the CC election working group will try contact the applicant to get confirmation. If that step is unsuccessful the working group will be able to make a decision to keep or hide the application (no application will be deleted). If the working group decides to hide one application the decision will be documented and communicated publicly. If the applicant would like the application to be reinstated they will simply have to contact [email protected] or reply to the original email before the voting period starts.

Through participation in this election process, applicants consent to the collection, use, and disclosure of their personal information as outlined in Intersect's privacy policy and Terms of Use. Unless indicated differently during the submission stage, any information provided by participants in relation to this election process might become publicly accessible.

The Civics Committee provide facilitation and oversight to the Cardano Community related to the governance of Cardano. This includes developing and facilitating processes to engage the Cardano Community in governance, coordinating with subject matter experts where needed, and providing support as requested by the Cardano Constitutional Committee.
The Cardano Civics Committee ensures that Cardano's governance is accessible, fair, and transparent.
While not all of these topics are addressed yet, the vision is for the committee to cover topics such as:

The Budget Committee is an advisory committee that brings together relevant stakeholders from within the Cardano Ecosystem. The purpose of the budget committee is to use the knowledge and observations of these individuals in order to provide guidance, support, and oversight for Cardano’s annual budget processes.

Intersect is a member-based organization (MBO), which means the community is in charge of steering and organizing the future of Cardano’s blockchain. Anyone or any organization in the community can choose to join Intersect.
The board currently has five seats. IOG and EMURGO hold two. Wyoming State University holds the education seat; two seats are available for Intersect membership.
The committees are teams made up of people from the Cardano community. They steer and provide recommendations on behalf of the community at large.
Since Intersect was established in January 2024, the committees have been staffed by initial volunteers, Intersect administration, and seed funding organization resources. They have helped us progress and have helped us achieve a stable position. Thanks to them, we are now at a phase of maturity where we can take the next step and ask the membership community to apply for these seats and elect their committee members to allow us to continue striving forward.
To maintain momentum, we will take a phased approach. Some of the committee seats will be elected at one or more annual members meetings (AMM), and a second election will be held on April 25, 2025 to fill the remaining committee seats.

We originally designed a Vision committee for Intersect as our 7th committee with the remit to manage visionary scope and roadmap for future development items.
We now see that we need a committee to manage a variety of different types of Cardano development scope and establish a roadmap. In this way, Vision could then become a category of the scope where other categories of scope can be Continuity (maintenance, upgrades, and core development), features, or research. The scope may also include categories such as marketing, promotion, or other non-technical categories.
Vision, strategy, and roadmap are all elements of a product function, because of this in its first meeting the committee updated its name from Roadmap Committee (originally Vision Committee) to Product Committee.
The Product committee facilitates the processes that help the Cardano community to create a vision and a strategy.
The Product committee will cover topics such as roadmap, focusing on the 'why' and the related strategy, long-term vision and broader user/customer needs.
Any member of Intersect can run for election to become a voting seat, and any member or associate of Intersect can connect to the Product committee via the Intersect discord server.

Each Treasury Reserve Contract can, as needed, be permissioned independently. Each action outlined above is subject to a required multi-signature to enact. These actions can also be permissioned individually or in groupings. As stated, the Vendor Contracts associated with a Treasury Contract inherit these permissions. Permissions can only be set when creating the Treasury Contract.
As the administrator, Intersect may legally require sole accountability for specific actions, such as Pause and Resume; however, Intersect, as practically possible and feasible, will continue to investigate the decentralization of additional controls for future implementations. Additional keys may be added for redundancy.
As mentioned previously, the oversight is a check and balance on Intersect's administrative duties rather than a hands-on vendor of proposal management. All of the smart contract permissions require Intersect to initiate the action through its various key configurations, and then the oversight provides a check and balance. Actions initiated by oversight members fail the conditions of the permission, which means oversight members cannot unilaterally make changes to Intersect-administered contracts.
Ultimately, when designing oversight committee permissions, a balance must be struck between legal requirements, functionality, simplicity, and scalability.
Initially, the smart contract permissions – Fund, Modify, Disperse, and Reorganize – will require additional signatures from the oversight committees before being used by Intersect. Effective oversight ensures that Intersect acts appropriately as an administrator, with checks and balances, rather than direct oversight of individual proposals.
This ensures that Intersect only creates smart contracts for vendors and proposals that DReps have approved in the corresponding info and governance actions. Multi-signatories will be required to initially fund these smart contracts. Oversight also protects proposal benefits or outcomes from diminishing over time due to poor change control or modifications to vendor contracts. Modify controls also requires oversight.
Secondly, should Intersect be required to use the Disperse or Reorganise action, multiple signatories will be needed to approve such an action. The process will ensure that appropriate reason and rationale are provided and that Intersect is not acting unilaterally.
The remaining smart contract permissions currently need to reside with Intersect as the administrator to ensure that the liability of Intersect and the Oversight Committee is managed appropriately. Additional rationale and explanation are provided below.
Fund - This permission allows the creation of a Vendor Contract. Oversight ensures that this Vendor Contract aligns with the original scope and value of the DRep-approved governance action. Intersect initiates the action as the administrator, which is then cross-checked and approved by oversight.
Modify - This permits a change to a Vendor Contract. Oversight ensures that any modified data is correct, consistent and that explanations have been attached as metadata . Intersect initiates a change request as the administrator, and then it is approved by oversight. The vendor must also sign a consent form to proceed with this action.
Disburse - This action allows funds to be removed from a smart contract. If required, this action is initiated by Intersect as the administrator but requires approval from oversight before it is enacted.
Pause and Resume - Following off-chain processes to verify the completeness of milestones and delivery, Intersect, at its discretion, may pause and resume vendor payments as necessary. Where applicable, rationale can be provided as metadata.
SweepTreasury - This action is also enacted via a configurable timeout at an agreed-upon period after the treasury reserve contract has been completed. However, as the administrator, Intersect can undertake this action sooner should the need arise. It is permissioned at a higher level due to the potential effect it may have, effectively ensuring it is operated by two-person control to prevent erroneous actions.
Reorganize - This administrative action is undertaken by Intersect and requires oversight to checks before enactment, administering back-end management of the UTXOs which underpin the smart contracts. This permission does not affect funds.

There are two types of smart contracts initially designed for managing treasury funds: a Treasury Reserve Contract (formally referred to in specifications as a Treasury Reserve Smart Contract (TRSC)) and a Vendor Contract (officially referred to in specifications as a Project-Specific Smart Contract (PSSC)). For clarity and ease, we will refer to these as Treasury Contracts and Vendor Contracts from here on.
One or more smart contract instances on-chain will hold funds from the Cardano Treasury in a reserve account. These funds will be allocated to projects that have been approved and budgeted by the community. Funds will be held in ada. Funds can only be transferred to another Treasury Contract instance, a Vendor Contract instance, swept back to the Cardano Treasury, or moved temporarily to an exchange for conversion purposes. Each Treasury Contract will be permissioned as to who can undertake the defined actions within the smart contract. The following permissions are available within a Treasury Contract:

Fund - Treasury Reserve contract can be used to fund a new Vendor Contract
Disburse - Funds can be disbursed to arbitrary destinations (should require a high many-of-a-number (MofN) signatory, metadata rationale should be provided if used)
Reorganize - UTXOs at the treasury address can be reorganized, such as splitting or merging them
SweepTreasury - Funds can be swept back to the treasury before a mandatory expiration.

A Vendor Contract is one or more smart contract instances on-chain with a descriptive project name, a project code, a specified vendor, a payment schedule, and a budget. A transfer from a Treasury Contract funds the budget for a Vendor Contract. The Vendor Contract is intrinsically linked to a Treasury Contract. The permissions of a Vendor Contract are inherited from the Treasury Contract to which it is associated. The following permissions are available within a Vendor Contract.
Actions defined:
Pause - The oversight committee can pause a payment milestone (milestones can be paused independently of each other)
Resume - The oversight committee can un-pause a specific milestone
Modify - The vendor and the oversight committee can agree to modify or cancel a project, such as extending the deadline for a milestone.
Two additional actions can be either inherited from the Treasury Contract or configured during the creation of the Vendor Contract.
SweepVendor - After an expiration, all paused, unmatured funds can be swept back to the Treasury Contract (and thus back to the Cardano treasury)
Malformed - If a UTXO is malformed, such as when someone sends funds to the vendor contract directly without a Plutus datum, we don't want those to be locked. Therefore, we allow them to be swept back to the treasury contract.
Within the context of the budget process to date, the following flowchart illustrates an indicative, high-level end-to-end process for smart contracting, administration, and the oversight committee.
Treasury Withdrawal governance action outlines several proposals to receive funding. Treasury Contracts and oversight committee(s) are created with permissions to control them.
Funds are distributed into these holding Treasury Contracts based on the success of the Treasury Withdrawal governance action.
Written legal contracts are pursued and agreed upon with prospective vendors off-chain (constitutionally, these are required)
On-chain Vendor Contracts are created once the governance action passes, and a written legal contract is signed.
Vendor commences delivery as per the schedule in the contract
As per the schedule, the vendor provides attestation of milestone completion to Intersect and on-chain.
Intersect undertakes its role as the administrator of the oversight committee, and as permissioned, provides necessary checks and balances on the administrator.
Once a milestone matures and reaches its due date, the vendor can withdraw the funds associated with that milestone. They may specify where the funds go.
Following or during the on-chain Treasury Withdrawal governance action (1), a number of Treasury Contracts will be defined (2). These will outline the budgets or funding themes requested within the original on-chain action. This allows the partitioning of smart contract funds, assisting transparency on-chain.
Partitioning the Treasury Withdrawal has several benefits; it enhances community observability by breaking funds down into more manageable and meaningful groupings, allowing for different sets or granularities of oversight committee permissions between partitions, and improving security by not having all of the total budget in one transaction or account.
The treasury funds stay here until Vendor Contracts are agreed upon. At this point, the funds are held in the smart contract and cannot be delegated or staked, which satisfies provisions within the constitution.
Required by many vendors and to satisfy constitutional requirements, legal contracts (3) will be created between the CDH and the vendors whose proposals have been approved by DReps in the treasury withdrawal governance action.
Following the signing of the written legal contracts, Intersect, as the administrator, will create a back-to-back smart Vendor Contract for individual projects (4).
At this stage, the vendor has a legally written contract that contains constitutional requirements, such as dispute resolution, and a tailored Vendor Contract for the specific project. The vendor now delivers according to the agreed-upon project schedule (5).
Defined by the milestones within a Vendor Contract, the vendor submits and attests milestone acceptance to the community and Intersect (6). Tooling will be configured to link these attestations to the on-chain milestone.
As per the permissions outlined in the Treasury Contract, which is associated with the Vendor Contract, the oversight committee will undertake oversight capabilities for Intersect, the previously described Fund, Modify, and Disperse (7). This assures that in these circumstances, Intersect cannot act unilaterally. As needed, once the ‘M-of-N’ permissions associated with these actions are met, they are enacted and recorded transparently on-chain.
Once a milestone date has matured or reached its due date, the vendor can withdraw the specified milestone amount (8). The process ‘fails open’ to protect vendors should the oversight committee fail in any way. The vendor withdrawal is captured on-chain, so it becomes auditable.
Timeouts are configured so that, at the end of a contract, any unclaimed or locked funds ultimately return to the Cardano Treasury, allowing on-chain governance to decide their use again.
The Treasury Contract and permissions, the Vendor Contracts and permissions, milestones, and vendor payment withdrawals are all captured, transparent, visible, and auditable on the chain

As the Cardano ecosystem continues its journey towards decentralized governance, a fully elected Constitutional Committee (CC) marks a big step. CC plays a crucial role in upholding the principles and rules outlined in the Cardano Constitution. We are excited to announce the official opening of the candidate registration period for candidates aspiring to serve on this vital committee.
Registration window:
Mark your calendars! Candidate registration will commence on May 5, 2025. The window for submitting candidacies will remain open until May 31, 2025, closing at noon UTC.
Who can register?
Participation is open to the entire Cardano community. Any owner of ada is eligible to join Intersect and put themselves forward as a candidate. This includes:
Individuals
Consortiums
Companies.
This inclusive approach ensures that diverse perspectives and expertise from across the ecosystem can be represented within the committee.
Election and term structure:
Following the registration and subsequent election process, seven members will be selected to form the Constitutional Committee. To establish continuity and staggered terms, as mandated by the constitution, the elected candidates will serve terms of varying lengths:
The top three elected candidates will be appointed for a two-year term.
The remaining four elected candidates will serve a one-year term.
This structure ensures a blend of experience and fresh perspectives over time.
Eligibility of interim members:
All members currently serving on the interim Constitutional Committee are eligible and encouraged to register as candidates for the upcoming election. It is important to note that continued service on the committee requires successful re-election alongside all other candidates.
Candidate engagement opportunities:
To facilitate interaction between candidates and the broader Cardano community, Intersect will be hosting dedicated X Spaces. These sessions will provide a platform for candidates to introduce themselves, share their vision for Cardano's governance, and answer questions from the community. More details on the schedule for these Spaces will be announced shortly.
Furthermore, Intersect actively encourages and will support community-driven engagement initiatives hosted outside of its own channels. We believe a robust election process benefits from diverse platforms for discussion and debate, and we endorse efforts by the community to host candidate forums, debates, or Q&A sessions.

Introduction
Welcome potential candidates! This guide provides essential information for those considering applying for a seat on the Constitutional Committee (CC). The CC plays a vital role in upholding the Cardano Constitution and guiding the evolution of its governance framework. Whether you are an individual Ada owner, part of a group, or representing a company, this guide outlines the eligibility requirements, the application process, the election mechanism, how to apply, and the key dates for the election cycle. We encourage all interested and eligible community members to consider this unique opportunity to contribute directly to Cardano's future.
Who Can Apply and How Election Works
The opportunity to help shape the future of Cardano's governance by serving on the Constitutional Committee is open to any Ada owner. Whether you hold a small amount or a large amount, you are eligible to put yourself forward as a candidate.
In this election, all seven seats are up for vote.
In response to community feedback and to maintain consistency with evolving governance procedures, the election to the Committee will be determined through a DRep-based voting system. This official change means that Delegated Representatives (DReps) will vote to select the members of the Constitutional Committee. The candidates who garner the most support from the DReps will be elected. DReps will be able to cast their votes using hot wallets, cold wallets, and the command-line interface (CLI).
As constitutionally mandated to ensure continuity, there are a total of seven (7) seats available on the Committee, with staggered term lengths for this election only. Three (3) of these seats are for a term of 146 epochs (approximately two years), and four (4) seats are for a term of 73 epochs (approximately one year). It is important for applicants to understand that by registering, they confirm their willingness and ability to serve for the longer term of up to 146 epochs, should they be elected to such a term through the selection process outlined below.
The assignment of these term lengths will be determined by the election results in the following manner:
The candidate receiving the highest number of votes will have the first choice of selecting either a 146-epoch term or a 73-epoch term.
The candidate with the second-highest number of votes will then make their selection from the remaining available term lengths.
This process will continue sequentially for all seven elected candidates, based on their vote ranking from highest to lowest.
If all terms of a particular length (e.g., all three 146-epoch terms) are selected before all candidates have chosen, the remaining elected candidates will automatically be assigned the other available term length until all seats are filled.
Optional Tasks to Demonstrate Capabilities
In addition to the main application requirements, candidates have the opportunity to undertake an optional three-step task. Completing this task allows applicants to demonstrate key skills relevant to the CC role: technical proficiency in credential management (Steps 1 & 2) and the analytical ability to evaluate governance actions within Cardano's framework (Step 3), all performed in the SanchoNet environment. The overall objective is to successfully generate cold credentials, authorize hot credentials using them, and then use the hot credentials to evaluate, vote on, and justify a position on a governance action on SanchoNet, submitting a URL to the required evidence.

What to Include in Your Application
The application form requires specific information to help voters understand your candidacy. Here’s what you’ll need to provide:
Common Requirements (All Applicants):
Candidate Details: Candidate information including biography, contact details, relevant social media handles, a summary of your experience pertinent to the CC role, and a declaration of any potential conflicts of interest.
Optional Candidate Video: An option to include a link to a video presenting yourself, your consortium, or your company's platform.
Specific Requirement (Consortia Applicants):
Member Information: If applying as a consortium, there will be a dedicated field to provide specific information about each individual member contributing to the joint candidacy.
Verification and Profile Management:
Optional Verification: The application includes optional fields allowing you to request a call with staff involved in the election process should you wish to verify your identity or in case you have any questions about the application.
Post-Submission Edits and Deletion: You can edit your submitted application, including adding information for the optional tasks, by connecting the same wallet you used to sign up. Edits are permissible up until the voting period begins on June 10th. Once voting commences, no further edits to profiles will be allowed. You may also delete your profile at any time before the voting period begins by connecting the same wallet.
Who Can Apply: Individuals, Consortia, and Companies
Applications for the Constitutional Committee are welcome from various participants within the Cardano ecosystem. You can apply in one of three capacities:
Individuals: Any eligible Ada holder applying in their personal capacity.
Consortia: Groups of individuals or entities who choose to apply together as a single collective candidacy.
Companies: Formal organizations or businesses that wish to participate and contribute to Cardano's governance via the Committee.
Election Timeline
Please take note of the following key dates for the Constitutional Committee election process:
Registration Period: May 5th – May 31st
This is the window for prospective candidates (individuals, consortia, or companies) to submit their applications. Applications can be edited until voting starts June 10th.
Voting Period: June 10th – July 1st
During this time, DReps will be able to cast their votes for their preferred candidates. No profile edits are allowed once voting begins.
Results Announcement: July 5th
Audited results of the election, identifying the seven new Constitutional Committee members and their term lengths, will be announced. All voting data will be publicly available from voting close for anyone to self audit should they want to.

Overview of the 2024 Annual member meeting
The member summits will allow community hubs to unite local members to discuss Cardano’s product roadmap and budget and how Intersect can continue supporting Cardano’s on-chain governance into 2025. The annual member summits will also be a chance to look back at the positives and negatives of Intersect’s first year and how we can build a stronger organization together.
In addition, we’ll highlight members who have submitted nominations for the upcoming committee elections and governing board seats. Voting for these positions will be held in parallel with the annual meetings.
In addition to the in-person member summits, we’ll be hosting a special town hall covering the same content, including after-town halls and recognition for all the members and organizations who have contributed so much to Intersect and the Cardano ecosystem this year. Introduction
This document outlines an optional three-step task for applicants to the Constitutional Committee (CC). Completing this task allows applicants to demonstrate key skills relevant to the CC role: technical proficiency in credential management (Steps 1 & 2) and the analytical ability to evaluate governance actions within Cardano's framework (Step 3), all performed in the SanchoNet environment.
Overall Objective
To successfully generate cold credentials, get enrolled in the SanchoNet CC, authorize hot credentials using your cold credentials, and then use the hot credentials to evaluate, vote on, and justify a position on a governance action on SanchoNet, submitting your vote rationale in the application form.
Step 1: Generate Cold Credentials
Purpose: To demonstrate the fundamental technical capability required to create secure cold credentials necessary for participating in Cardano governance.
Task: Generate a set of cold credentials on the SanchoNet environment. As an initial part of this step, you must contact to request a transfer of tAda to your wallet to cover transaction fees and necessary deposits on SanchoNet.
Method: You are free to use any method or toolset you prefer (e.g., cardano-cli, hardware wallets, or other available tools).
Outcome: Successfully created cold credentials, which will be used in Step 2.
Submission Deliverable (from this step): Prepare the required output demonstrating successful cold credential generation in preparation for Step 2.
Step 2: Enroll in SanchoNet CC and Authorize Hot Credentials
Purpose: To first get enrolled in the SanchoNet CC using your cold credentials, and then to demonstrate the ability to use these existing cold credentials to securely authorize hot credentials, enabling active participation like voting within the governance system.
Task:
Using the cold credentials generated in Step 1, you must first contact to request enrollment into the SanchoNet CC.
Once enrolled, use the cold credentials generated in Step 1 to authorize a corresponding set of hot credentials on SanchoNet. These hot credentials should be suitable for submitting votes.
Method: Utilize appropriate tools compatible with your chosen cold credential method from Step 1 for authorizing hot credentials.
Outcome: Successfully enrolled in the SanchoNet CC and subsequently authorized hot credentials linked to your cold credentials, ready for use in Step 3.
Step 3: Evaluate, Justify and Vote on Governance Action
Purpose: To demonstrate understanding of Cardano's governance framework, constitutional principles, and the ability to apply them by evaluating a proposal, casting a vote, and articulating the reasoning.
Context & Prerequisites for Evaluation:
A Net Change Limit (NCL) is established at 350 Million Ada and we are within the time period set by the NCL.
114 Million Ada has already been withdrawn under this NCL.
A budget corresponding to the proposal is approved.
Reference the current Cardano Blockchain Ecosystem Constitution.
Governance Action to Evaluate: "Project Nova Funding Proposal”

Candidate Verification
The number and identity of candidates on the ballot match the official candidate list.
Candidate information (name, ID) is consistent and unaltered across all records.
Voter Eligibility
DRep status for each voter is verified at both the time of voting and at the end of the voting period.
Each DRep votes only up to the allowed maximum number of candidates.
The list of eligible voters is transparent and can be independently verified on-chain.
Vote Integrity
Every vote is cryptographically signed and signatures are validated.
Vote data—including timestamp and hash—matches the corresponding vote proofs.
Votes cast outside the permitted timeframe are excluded. i. June 12, 2025 12:00 PM (UTC) - July 2, 2025 12:00 PM (UTC)
Duplicate or replayed votes are disqualified.
Tally Verification
The tally for each candidate accurately reflects the count of valid, eligible votes.
The tallying process and algorithm are transparent and subject to audit.

Now we have our metadata, we will need to construct a transaction that contains the metadata and will satisfy our script to trigger.
We recommend constructing a transaction which contains a DRep Update certificate. For continuity you can supply this certificate with the same metadata as you use now.
This certificate will trigger your script to witness the transaction.

As Intersect continues to evolve, October 2024 marked a historic moment with our first-ever full-scale elections for our committees and governing board. This significant milestone, achieved with the active participation of our global community, reflects the spirit of inclusivity and collaboration that underpins our organization.
7,244 votes were cast by 574 unique voters, representing a 37% participation rate from our members.
As we look ahead to the next round of elections in April 2025, we will conduct a thorough retrospective on this process, inviting feedback from members to refine our approach and ensure continuous improvement.
Moreover, those who were unsuccessful in this election will be invited to contribute to upcoming working groups, special interest committees, and other community-led initiatives. Intersect is an open organization, and your involvement is vital to the continued success of Intersect and Cardano.
