Intersect's structure

Intersect's structure

Similar to municipalities, local councils, and other member-based organizations, Intersect has a governing board occupied and administered by its members, with various committees and working groups focused on specific domains and interests.

The design of Intersect’s governance and membership structure helps identify strategic priorities for Cardano’s development by having broad representation through a diverse global membership base.

Incorporation

Intersect is incorporated in Wyoming, United States, as a Mutual Benefit Nonprofit organization in accordance with applicable state laws. Given the state’s receptiveness to innovation and new technology, specifically around blockchain and DAOs, it was the ideal jurisdiction to incorporate Intersect.

Intersect was incorporated on July 13, 2023.

What is Intersect?

Intersect is a member-based organization for the Cardano ecosystem.

Intersect is a member-based organization tasked with ensuring the Cardano ecosystem's continuity and future development. Bringing members together behind a shared vision, Intersect enables a more resilient, secure, transparent, and innovative ecosystem that puts members in the driving seat of Cardano’s future.

Our values

Cardano first

We prioritize Cardano’s infrastructure and ecosystem in all our endeavors. This means Cardano’s core ethos remains very much at the heart of our DNA. It also means we advocate for and support Cardano projects, builders, founders, and all ecosystem participants ahead of alternatives. When opportunities arise—such as open positions or collaborations—we first look to our community members. We are committed to supporting the ecosystem first and foremost, and scaling through our members to ensure that Cardano thrives from within.

Transparency

Transparency is at the root of all our processes and decisions. We operate with both implicit and explicit consent from our members, ensuring that oversight and scrutiny are integral parts of our governance. By being open about our actions and decisions, we build trust within the community and enable members to be fully informed participants in shaping Cardano's future.

Servant leadership

We believe in leading by serving. Collaboration is key, and we work hand-in-hand with our members, committees, working groups, and all stakeholders. We actively listen to our members and our elected committees at every turn, making ourselves as approachable, open, and available as possible. Our internal ways of working are rooted in supporting others to achieve their goals, fostering a cooperative environment where everyone's contributions are valued.

Inform, not dictate

Our role is to inform and empower our members, not to dictate actions or decisions. We provide the resources, information, and support necessary to drive progress but recognize that progress is ultimately delivered by our members. By supporting members to make informed decisions, we aim to achieve better outcomes on-chain and ensure that the direction of Cardano is shaped by those who are most invested in its success.

Our 2024 focus

At its core, Intersect will focus on ensuring, through its members, the future maintenance and development of Cardano. As a community-governed blockchain, this means caring about both the technology and processes that enable technical progress and consensus through discourse and collaboration.

Our focus in 2024 has been:

  1. Supporting the rollout of Cardano's on-chain governance through support services for the ICC and DReps, plus tooling (like Cardano GovTool) and hard fork facilitation.

  2. Creating a shared Cardano product roadmap to take Cardano into 2025 and beyond.

  3. Establishing an annual budget process for Cardano, utilizing Cardano's treasury to support key areas such as core infrastructure, research and development, community grants, marketing/growth. and more.

Voting Results - audit info

The audit for this election has been performed by DQuadrant.

The first review of the audit pointed out a some duplicate votes submitted due to a bug in the voting tool database. During pick time, the database speed allowed some members to submit more than one vote for the same candidate in the same voting event by clicking more than once on the voting button. Because it is one member one vote, it was easy and without risks to identify the duplicates and remove them from the results to get the correct counting (even if kept those votes, in total 55, would have not changed the results).

For anyone who would like to audit autonomously the participation and the individual votes submitted below are the files with all the details:

Membership and Community committee (MCC)

What is the Membership and Community Committee?

The Membership and Community Committee (MCC) fosters a thriving Cardano community through effective Intersect membership sales, account management, community support, tooling grants, education, and engaging events.

Why is this committee important?

It devises strategies to engage community members, promote collaboration, and encourage meaningful contributions. By organizing events, forums, and online platforms, the committee creates spaces for interaction and knowledge-sharing among community participants.

Which topics does this committee cover?

The MCC oversees membership within Intersect and, by doing so, ensures that each member has access to benefits and opportunities for fuller participation in Cardano’s growth and development. The MCC also reviews, accepts or rejects proposals for community Working Groups.

How to join?

Send an email to for inquiries or more information. The MCC will be holding committee elections at the start of H2 in collaboration with the other Committees (Civics, Open Source, etc) to fill its 10-seat committee. Cardano Product committee (CPC)

What is the Product committee?

We originally designed a Vision committee for Intersect as our 7th committee with the remit to manage visionary scope and roadmap for future development items.

We now see that we need a committee to manage a variety of different types of Cardano development scope and establish a roadmap. In this way, Vision could then become a category of the scope where other categories of scope can be Continuity (maintenance, upgrades, and core development), features, or research. The scope may also include categories such as marketing, promotion, or other non-technical categories.

Vision, strategy, and roadmap are all elements of a product function, because of this in its first meeting the committee updated its name from Roadmap Committee (originally Vision Committee) to Product Committee.

Why is this committee important?

The Product committee facilitates the processes that help the Cardano community to create a vision and a strategy.

Which topics does this committee cover?

The Product committee will cover topics such as roadmap, focusing on the 'why' and the related strategy, long-term vision and broader user/customer needs.

How to join?

Any member of Intersect can run for election to become a voting seat, and any member or associate of Intersect can connect to the Product committee via the Intersect discord server.

The bi-weekly committee reports can be found here

Intersect is designed to be steered by its members so the future of Cardano is community-led. The membership body provides this steering via standing committees. Standing committees are designed to be community-led, with community members taking an active role influencing the future of Cardano.

Intersect will initiate seven standing committees in 2024, covering the functional operations required to steer the delivery of "", provide steering direction to the drafting of Cardano's constitution, support the internal membership, and more. A standing committee is expected to be a permanent fixture, although, changes may be required as the committees mature and the objectives evolve. The will review proposed changes and support the membership.

Working groups typically roll up into one of the seven committees. Working groups are, for the most part, temporary functions that support a committees' wider objectives or to expand expertise by seeking contributions from outside of Intersect. Working groups can be on any subject and are by nature less formal than standing committees.

Voting Results - audit info

The audit of the Committee Elections was conducted by the DQuadrant team, following a rigorous verification process to ensure accuracy and integrity. This included validating the data integrity of the vote exports (CSV and JSON), checking that each vote record met the required schema fields, and confirming voter eligibility by verifying membership status and purchase dates relative to the registration snapshot. The team also reviewed the timing of all votes to ensure they fell within the authorized voting window. Finally, DQuadrant independently tallied all valid votes by candidate and reconciled their results with Intersect’s internal counts to confirm full alignment.

Intersect as an Administrator

Intersect serves as an Administrator within Cardano’s funding ecosystem, helping to operationalize community-approved proposals by coordinating due diligence, contracting, and on-chain disbursements. This role is grounded in the principles of transparency, decentralization, and adherence to the Cardano Constitution.

Intersect does not evaluate proposal merit or act as a funding body, but ensures that the governance process is carried out with integrity and that delivery is trackable, auditable, and aligned with community decisions. We've prepared a pack to expand in much more detail, and look forward to continue iterating our role to suit the demands and needs of the Cardano ecosystem.

Phoenix Alliance

View full profile . About Phoenix Alliance Phoenix Alliance is a newly formed consortium created through the unification of two respected governance groups in the Cardano ecosystem: Adara and the CCC. Both groups stood in the previous Constitutional Committee election, placing 8th and 9th respectively (with seven seats available). Following the unexpected vacancy on the Constitutional Committee and the need for a snap election, members from both consortia reflected deeply on how best to serve the ecosystem at this critical moment. In recent months, both groups faced significant losses, Adara through the departure of two core members, and CCC through the passing of one of their valued members. This change in composition meant neither group could stand independently in the snap election in a way that honoured their original commitments. Instead of stepping back, we choose to step forward together. Phoenix Alliance represents the merging of the remaining members of both consortia into a single, stronger, coordinated team, united by shared values, complementary expertise, and a belief that Cardano governance is most resilient when its contributors collaborate rather than compete. Like our namesake, Phoenix Alliance stands for renewal, continuity, and transformation. We carry forward the knowledge, experience, and ethos of both Adara and CCC while building something new, specifically formed to serve the Cardano community in this moment and to strengthen the long-term foundations of decentralized governance.

Phoenix has formed as a collective of committed governance contributors, united by a shared responsibility to uphold and advance decentralized governance on Cardano. In response to the needs of the ecosystem, we have come together to ensure continuity, resilience, and principled stewardship during this pivotal transition.

    Intersect funding

Intersect supports the growth of decentralized and inclusive systems through technology and education, the administration of Cardano’s governance processes enabling technical changes, and advocacy. This can translate to internal operations and providing funding to develop Cardano’s open-source technology.

To establish Intersect and provide sufficient capital to operate, Intersect has been seed funded by members Input Output Global and Emurgo. On the proviso that Intersect becomes a success in 2024, Intersect will seek funding for 2025 via a community vote from the Cardano treasury or alternative sources.

    Funding Cardano & the DevTrust

Cardano has an underlying operational cost to keep the network running each year. This includes maintenance, upgrades, and a variety of technical innovations to ensure Cardano continues to be current and a leading blockchain. Initially, for 2024, members Input Output Global and Emurgo have funded Cardano’s continuity. This funding enables a collection of members to continue supplying technical services to deliver the core operations. In Q1, Intersect will announce the scope of services these members have planned for 2024.

To hold these initial operational funds, Intersect designed the Cardano Development Trust (DevTrust). This is a fund that’s mandated to only use its funds for the benefit and development of the Cardano blockchain. The DevTrust acts as a vehicle to support and fund the continuity & vision contracts, and other commitments (such as grants). Intersect’s mandate is to administer the DevTrust to fulfil contractual agreements and earn service fees to support its operations.

    CIP-149 Optional DRep Compensation

Intersect is launching a small-grant program to accelerate adoption of CIP-149 (Optional DRep Compensation) across the ecosystem.

This initiative is designed to pilot a low-cost, opt-in, data-driven mechanism that enables Ada holders to voluntarily donate a portion of their staking rewards to their chosen Delegated Representative (DRep). Insights from this program will inform future decisions on ledger-level incentives and broader governance participation.

    Annual member meetings (AMM)

This page provides an introduction to Intersect annual member meetings

What is an annual member meeting?

An annual member meeting is a formal gathering held annually by an organization, such as a nonprofit, where its members come together to discuss and vote on important issues. These meetings typically serve several purposes:

    1. Review of the past year

    2. Election of board members

    3. Voting on important matters (such as committee elections)

    4. Member input and questions

    5. Future planning

Annual member meetings are important for maintaining transparency, accountability, and member engagement within the organization.

Why does Intersect run annual member meetings?

Intersect is a member-based organization for the Cardano ecosystem, putting members at the heart of Cardano’s future development. Intersect is incorporated as a mutual-benefit not-for-profit organization in Wyoming, USA. Our state obligations require that we hold an annual meeting for members.

    Why should you join?

The annual member meeting is an opportunity for members to connect, review the work done over the year, and discuss important topics.

    Intersect governance

    The governing board

Intersect’s initial governing board comprises five member seats. To establish operations, three board members have been appointed with representatives from seed funders and members, with Input Output Global, Emurgo, and the COO as interim on the third seat. The third seat has been offered as an academic position to Wyoming University’s Blockchain Center of Excellence. The seed funder seats have a three-year term in consideration of funding given, whilst the academic seat will have a one-year tenure.

The remaining two seats have been filled from Intersect’s membership, with elections held in the October 2024 election.

    Additional board members

The board is currently reviewing the pan to expand the board to 7 member of which 4 will be elected from the membership.

    Cardano Curia

View full profile . The mission of the Cardano Curia Constitutional Committee is to maintain a stable, predictable, and community-aligned governance framework during a period of accelerated ecosystem growth. This consortium exists to safeguard Cardano’s Constitution by providing balanced, principled, and community-focused oversight throughout the interim period. Our role is to ensure that governance actions remain faithful to Cardano’s core values of decentralization, transparency, and inclusivity, while protecting the chain from short-term risks and bad-faith proposals and supporting practical, builder-driven governance maturity.

We focus on maintaining rigorous, neutral, and timely review of constitutional actions, including Treasury Withdrawals and NCLs, so that builders, users, and partners can advance confidently. By supporting reliable governance operations, we help enable ecosystem growth and reinforce the foundations needed for Cardano’s long-term success. Values: Our work is anchored in a community-first ethos that places the long-term health and resilience of Cardano above any personal or narrow interests. Integrity is our foundation, guiding impartial action and full constitutional alignment. We apply evidence-based judgment, relying on data, precedent, and reasoned debate to ensure decisions are both rigorous and defensible. We value inclusivity and diversity, reflecting a group of builders and business professionals from multiple continents, backgrounds, and roles across the ecosystem. This breadth of perspective strengthens our ability to serve the global Cardano community. Our approach is shaped by radical transparency: every vote, decision, and rationale will be clearly communicated in accessible language so the community can easily understand and verify our reasoning. As temporary custodians of a critical governance function, we recognize our responsibility to support decentralization, mitigate risk, and uphold trust. We view our role as community stewardship, operating professionally and openly while enabling Cardano’s continued growth and evolution.

Integrity first – We will always prioritize the long-term health of Cardano over personal or narrow interests. Evidence-based judgment – Decisions grounded in data, precedent, and reasoned debate. Inclusivity & diversity – Representing builders from multiple continents, backgrounds, and ecosystem roles. Radical transparency – Every vote and rationale will be publicly explained in plain language. Community stewardship – We see ourselves as temporary custodians.

    1. Election Context & Importance

Following the retirement of a Constitutional Committee member, the committee has fallen below the required minimum size of 7. To maintain constitutional continuity and ensure the governance system remains functional, a Snap Election is being held to fill this single vacancy.

    • Goal: Elect 1 member to complete the term of the retired member (ending Sept 6. 2026, Epoch 653).

    • Why Vote? Your participation upholds the legitimacy and resilience of Cardano’s governance model.

    2. Key Dates (Mark Your Calendar)

    All times are 12:00 UTC

    • 📅 Nov 26 (Wednesday): Voting Opens on Ekklesia.

    • 📅 Dec 5 (Friday): Voting Closes.

    • 📅 Dec 8 (Monday): Governance Action submitted on-chain based on these results.

    • Stake-Based Voting: This is not one-person-one-vote. Your vote is weighted based on the amount of Ada delegated to your DRep ID.

    • Their voting power equals their delegation at the snapshot.

    • Delegation Snapshot: The final voting power applied to your vote is determined by the delegation your DRep ID holds at the time of the snapshot (December 5th, end of Epoch 597).

Editing Votes: You can change your vote as often as you like while the ballot is open (November 26th - December 5th) by repeating the steps above.

Multi-Stage Task for Constitutional Committee Applicants

    Introduction

This document outlines an optional three-step task for applicants to the Constitutional Committee (CC). Completing this task allows applicants to demonstrate key skills relevant to the CC role: technical proficiency in credential management (Steps 1 & 2) and the analytical ability to evaluate governance actions within Cardano's framework (Step 3), all performed in the SanchoNet environment.

    Overall Objective

To successfully generate cold credentials, get enrolled in the SanchoNet CC, authorize hot credentials using your cold credentials, and then use the hot credentials to evaluate, vote on, and justify a position on a governance action on SanchoNet, submitting your vote rationale in the application form.

    Step 1: Generate Cold Credentials

Purpose: To demonstrate the fundamental technical capability required to create secure cold credentials necessary for participating in Cardano governance.

Task: Generate a set of cold credentials on the SanchoNet environment. As an initial part of this step, you must contact Mike Hornan to request a transfer of tAda to your wallet to cover transaction fees and necessary deposits on SanchoNet.

Method: You are free to use any method or toolset you prefer (e.g., cardano-cli, hardware wallets, or other available tools).

Outcome: Successfully created cold credentials, which will be used in Step 2.

Submission Deliverable (from this step): Prepare the required output demonstrating successful cold credential generation in preparation for Step 2.

Step 2: Enroll in SanchoNet CC and Authorize Hot Credentials

Purpose: To first get enrolled in the SanchoNet CC using your cold credentials, and then to demonstrate the ability to use these existing cold credentials to securely authorize hot credentials, enabling active participation like voting within the governance system.

    Task:

    1. Using the cold credentials generated in Step 1, you must first contact to request enrollment into the SanchoNet CC.

    2. Once enrolled, use the cold credentials generated in Step 1 to authorize a corresponding set of hot credentials on SanchoNet. These hot credentials should be suitable for submitting votes.

Method: Utilize appropriate tools compatible with your chosen cold credential method from Step 1 for authorizing hot credentials.

Outcome: Successfully enrolled in the SanchoNet CC and subsequently authorized hot credentials linked to your cold credentials, ready for use in Step 3.

Step 3: Evaluate, Justify and Vote on Governance Action

Purpose: To demonstrate understanding of Cardano's governance framework, constitutional principles, and the ability to apply them by evaluating a proposal, casting a vote, and articulating the reasoning.

    Context & Prerequisites for Evaluation:

A Net Change Limit (NCL) is established at 350 Million Ada and we are within the time period set by the NCL.

114 Million Ada has already been withdrawn under this NCL.

A budget corresponding to the proposal is approved.

Reference the current Cardano Blockchain Ecosystem Constitution.

    Governance Action to Evaluate: "Project Nova Funding Proposal” .cardano-cli conway query gov-state --testnet-magic 4 | jq '.proposals[] | select(.actionId.txId == "931a13c62bd2645feaff143302170b41a49dd3bc9527bee00b3e646fbd50ca41" and .actionId.govActionIx == 0)'

    Task:

Evaluate: Assess if the "Project Nova Funding Proposal" is constitutional or unconstitutional, based solely on the provided prerequisites.

Vote: Use the hot credentials authorized in Step 2 to cast your vote (Constitutional/Unconstitutional/Abstain) for this proposal on the SanchoNet environment.

Justify: Write a clear rationale explaining your constitutionality decision.

Submission Deliverable (from this step): Submit a copy of your vote rationale in the application form. Use CIP-136 Governance Metadata standard.

    Guide for Applicants

    Introduction

Welcome potential candidates! This guide provides essential information for those considering applying for a seat on the Constitutional Committee (CC). The CC plays a vital role in upholding the Cardano Constitution and guiding the evolution of its governance framework. Whether you are an individual Ada owner, part of a group, or representing a company, this guide outlines the eligibility requirements, the application process, the election mechanism, how to apply, and the key dates for the election cycle. We encourage all interested and eligible community members to consider this unique opportunity to contribute directly to Cardano's future.

Who Can Apply and How Election Works

The opportunity to help shape the future of Cardano's governance by serving on the Constitutional Committee is open to any Ada owner. Whether you hold a small amount or a large amount, you are eligible to put yourself forward as a candidate.

In this election, all seven seats are up for vote.

In response to community feedback and to maintain consistency with evolving governance procedures, the election to the Committee will be determined through a DRep-based voting system. This official change means that Delegated Representatives (DReps) will vote to select the members of the Constitutional Committee. The candidates who garner the most support from the DReps will be elected. DReps will be able to cast their votes using hot wallets, cold wallets, and the command-line interface (CLI).

As constitutionally mandated to ensure continuity, there are a total of seven (7) seats available on the Committee, with staggered term lengths for this election only. Three (3) of these seats are for a term of 146 epochs (approximately two years), and four (4) seats are for a term of 73 epochs (approximately one year). It is important for applicants to understand that by registering, they confirm their willingness and ability to serve for the longer term of up to 146 epochs, should they be elected to such a term through the selection process outlined below.

The assignment of these term lengths will be determined by the election results in the following manner:

    • The candidate receiving the highest number of votes will have the first choice of selecting either a 146-epoch term or a 73-epoch term.

    • The candidate with the second-highest number of votes will then make their selection from the remaining available term lengths.

    • This process will continue sequentially for all seven elected candidates, based on their vote ranking from highest to lowest.

    • If all terms of a particular length (e.g., all three 146-epoch terms) are selected before all candidates have chosen, the remaining elected candidates will automatically be assigned the other available term length until all seats are filled.

    Optional Tasks to Demonstrate Capabilities

In addition to the main application requirements, candidates have the opportunity to undertake an optional three-step task. Completing this task allows applicants to demonstrate key skills relevant to the CC role: technical proficiency in credential management (Steps 1 & 2) and the analytical ability to evaluate governance actions within Cardano's framework (Step 3), all performed in the SanchoNet environment. The overall objective is to successfully generate cold credentials, authorize hot credentials using them, and then use the hot credentials to evaluate, vote on, and justify a position on a governance action on SanchoNet, submitting a URL to the required evidence.

Read the full task descriptions here.

      • This is the window for prospective candidates (individuals, consortia, or companies) to submit their applications. Applications can be edited until voting starts June 10th.

What is the Constitutional Committee and why does size matter?

The CC confirms or rejects governance actions according to their constitutionality. The protocol requires at least seven active members to validate governance actions. Falling below this minimum pauses the governance process, until a replacement has been elected.

Why are we electing just one member? Wouldn’t adding more reduce the risk of this happening again?

This snap election is only intended to replace the single seat vacated by the Cardano Atlantic Council. Snap elections are designed to restore the Constitutional Committee to its required minimum size, not to change its structure.

Any decision to increase the number of CC members, or to adjust the minimum committee size parameter, needs clear community consent and must go through the proper governance process. Intersect will explore these broader questions separately through the appropriate mechanisms.

What is the term for the winner of this snap election?

The elected candidate will serve the remainder of the existing term, which ends at epoch 653 (6 September 2026).

    How does voting work?

Voting will take place on Ekklesia from November 26th – December 5th. Detailed guides on how DReps can participate can be found here. Results will be calculated based on DRep delegation at the end of Epoch 598 (December 5th).

Who votes in this snap election?

DReps vote on Ekklesia. The final Governance Action requires both DReps and SPOs.

What happens after voting in Ekklesia closes?

Off-Chain Voting runs in Ekklesia from November 26th – December 5th. Following this, votes will be audited, the winner generates its credentials, and Intersect submits an on-chain Update Committee Governance Action to be voted on by Dreps and SPOs.

Does this snap election change the plan for CC compensation?

    No. Compensation discussions continue separately.

    Will committeeMinSize be updated?

It is under active discussion, but no changes apply to this snap election.

    Where will updates be published?

Across this Knowledge Base, and Intersect’s social channels

Who can apply to be a candidate

Three types of applicants are eligible:

    • Individuals applying in a personal capacity

    • Consortia (groups of individuals/entities applying collectively)

    • Companies operating within or engaging with the Cardano ecosystem

Is the application process different from the main CC election held earlier this year?

The process follows the same principles and checks but is condensed to ensure continuity of governance while still upholding legitimacy and transparency.

How do I register as a candidate?

Registration opens on Monday, 17 November at 12:00 UTC. Links to the application form and Snap election portal required documentation is published here and shared across Intersect’s channels.

Do I need to complete Proof-of-Life?

Yes. All candidates must complete a Proof-of-Life check to appear on the ballot. Exception: Consortia where 50% of members ran individually or as part of a team in the previous CC election are exempt.

What information will candidates need to provide?
    • A Motivation, experience, and transparency approach statement

    • Category of application (individual, consortium, company)

    • Agreement to serve the remainder of the term

    • Identification for Proof-of-Life

Where can I get support with my application?

All links and guidance will be shared on this GitBook page and via @IntersectMBO once registration opens. Please reach out to support in our Discord channels if needed.

Now we have our metadata, we will need to construct a transaction that contains the metadata and will satisfy our script to trigger.

We recommend constructing a transaction which contains a DRep Update certificate. For continuity you can supply this certificate with the same metadata as you use now.

This certificate will trigger your script to witness the transaction.

You can use a configuration like this:

    FAQ

    General

    What is the Virtual Hub?

The Virtual Hub is a custom-designed digital space built by Clayhouse specifically for Intersect. It includes a main stage, breakout rooms, and proximity-based audio so you can interact naturally, just like being in person.

Do I need to install anything?

No downloads are required. The Virtual Hub runs directly in your browser. For the best experience, we recommend using Chrome and closing any background tabs.

    What devices are supported?

You can join from a desktop or laptop. Mobile devices are not fully supported yet and may limit your experience.

Do I need a microphone or camera?

A microphone is recommended to participate in discussions and use proximity audio features. A camera is optional.

    What is proximity audio?

Proximity audio means you’ll hear people who are close to you in the virtual space. When someone is speaking on stage, their audio will be broadcast clearly to everyone.

    Will there be different rooms?

Yes. There is a main stage for the AMM and several private rooms for smaller conversations or breakout sessions.

What should I do if I have technical issues?

You can click the “Help” button inside the Hub to contact support. You can also message the Intersect team via the Members Area or the event chat.

Can I join at any time during the AMM?

Yes, members can enter the Virtual Hub at any time during the event. You’ll be able to see what’s currently happening on the main stage.

    Troubleshooting

The Virtual Hub isn’t loading, what should I do?
    • Refresh the page.

    • Close other tabs or apps using high memory (e.g., Zoom).

My microphone isn’t working, how can I fix it?
    • Check your browser permissions (Chrome ➝ padlock icon ➝ Allow mic access).

    • Ensure no other app is using the microphone.

I can’t hear anyone, what should I check?
    • Verify your output device (headphones, speakers) is selected.

    • Make sure your browser tab isn’t muted.

My avatar isn’t moving or controls are slow. What can I do?
    • Check your internet speed (minimum 10 Mbps recommended).

    • Switch from Wi-Fi to a wired connection if possible.

    The proximity audio feels inconsistent—why?

Proximity audio adjusts based on where you are in the space. If it feels unstable:

    • Stay within the intended conversation circle.

    • Try moving closer to the person you want to hear.

    What if I get disconnected?

If you get disconnected or refresh the page, you can rejoin using the same event link. You will be automatically redirected back into the main room, and you won’t lose access to the event. However, if you were inside a private room or in a specific location in the space, you may need to navigate back to that spot after re-entering.

How do I report a bug during the event?

Click the Help button inside the Hub or message the Intersect support team via the event chat.

    2024 Annual Member Meetings

Overview of the 2024 Annual member meeting

    Overview

The member summits will allow community hubs to unite local members to discuss Cardano’s product roadmap and budget and how Intersect can continue supporting Cardano’s on-chain governance into 2025. The annual member summits will also be a chance to look back at the positives and negatives of Intersect’s first year and how we can build a stronger organization together.

In addition, we’ll highlight members who have submitted nominations for the upcoming committee elections and governing board seats. Voting for these positions will be held in parallel with the annual meetings.

In addition to the in-person member summits, we’ll be hosting a special town hall covering the same content, including after-town halls and recognition for all the members and organizations who have contributed so much to Intersect and the Cardano ecosystem this year. More updates and information will follow over the coming days and weeks!

      2. Candidate information (name, ID) is consistent and unaltered across all records.

    2. Voter Eligibility

      1. DRep status for each voter is verified at both the time of voting and at the end of the voting period.

      2. Each DRep votes only up to the allowed maximum number of candidates.

      3. The list of eligible voters is transparent and can be independently verified on-chain.

    3. Vote Integrity

      1. Every vote is cryptographically signed and signatures are validated.

      2. Vote data—including timestamp and hash—matches the corresponding vote proofs.

      3. Votes cast outside the permitted timeframe are excluded. i. June 12, 2025 12:00 PM (UTC) - July 2, 2025 12:00 PM (UTC)

    4. Tally Verification

      1. The tally for each candidate accurately reflects the count of valid, eligible votes.

      2. The tallying process and algorithm are transparent and subject to audit.

    • Implement CIP-149 Optional DRep Compensation during staking reward withdrawal.

      • See example transaction:

    • Provide supporting UI to inform users about donating to their DRep.

    • (Optional) Enable creation of DRep delegations containing CIP-149 metadata.

    b) Governance Tools

    • Enable creation of DRep delegations with CIP-149 metadata.

      • See example transaction:

    • (Optional) Display compensation amounts received by DReps and a wallet's donation history.

    c) SDKs/Libraries

Due to variance within SDK/Library design and functionality, there is flexibility with proposed implementations, suggested functions:

    • Add functions for creating CIP-149 DRep delegation transactions.

      • The motivation for this is to governance tool makers a straight forward way to build DRep delegation transactions, containing CIP-149 compliant metadata.

      • i.e. As a part of transaction building, give users methods to add CIP149 compliant metadata transaction.addCIP149Delegation(stakeAddr, dRepID, donationBasisPoints)

    Example Transactions

Staking Address: DRep ID: DRep's most recent registration/update transaction: DRep's most recent metadata: DRep's payment address (from metadata): addr_test1vp8vlxck6kvndekp0fudqvlhc0lj5jvuk4a57ma7sqh0ucsmny9t3

    CIP-149 DRep Delegation

    Transaction:

This transaction contains, both a Vote Delegation certificate and CIP-149 transaction metadata.

    • Vote Delegation certificate: This delegates the voting rights of to .

    • CIP-149 Metadata: using the 3692 metadatum label the transaction metadata specifies donationBasisPoints: 150 which is a donation of 15%.

    CIP-149 Staking Rewards withdrawal

Intersect Purpose, 3 years mission and vision & 2026 goals

Intersect: Where Individuals come together to drive Cardano forward

    Context about this document

This document is a draft consolidation of why Intersect exists, what’s the unique value it provides and where we aim to be if we provide that value in the next 3 years.

This document has been refined and expanded with outcomes from the 2025 member survey and direct member feedback before and will be further adjusted with feedback collected during the 2025 AMM.

    About Intersect

Where does Intersect fit in Cardano’s bigger picture

    Key references to constitution

    • TENET 9: All users of the Cardano Blockchain shall be treated fairly and impartially, taking into account the collective desires of the Cardano Blockchain Community, consistent with the long-term sustainability and viability of the Cardano Blockchain.

    • Article II - Section 2: Participants in the Cardano Community who own ada are entitled to access and participate in the on-chain decision-making processes of the Cardano Blockchain ecosystem, including voting and taking part in on-chain governance actions regarding the Cardano Blockchain.

    • Article II - Section 3: The Cardano Community has a responsibility to maintain the integrity of the Cardano Blockchain ecosystem by following this Constitution, operating the Cardano Blockchain, participating in Cardano Blockchain governance activities, and resolving disputes in a fair and transparent manner.

Cardano was founded on cypherpunk values: decentralization, transparency, and the conviction that individuals and communities should have power over the systems they rely on. These principles are not abstract ideals, they are lived through the way the network is governed and evolves. It also does not imply a void of structure, but a structure shaped and upheld by the people who participate in it.

Since Cardano entered the age of Voltaire and governance moved from a handful of organizations to the broader community, the need for processes that support decentralized decision-making has become both clear and urgent.

While a constitution and on-chain voting provide the formal structure, a third element is emerging: voluntary, community-aligned coordination.

Coordination and consolidation of processes are critical to allow distributed decision making to work efficiently and effectively, especially in a global ecosystem like Cardano.

Intersect Purpose: Why does Intersect need to exist

Cardano’s strength lies in its community’s ability to self-organize. Intersect exists to help coordinate efforts to address the most significant needs in Cardano today that require consensus, facilitating essential functions that have no single owner but are critical for the network’s progress.

We create shared understanding, standards, and shared direction, reducing fragmentation and competing interests.

We ensure these processes are transparent, participatory, and result in actionable outcomes, maintaining momentum, keeping Cardano open and community-led throughout.

Intersect Mission: What do we do, for who and in what distinct way

(This is how we aim to achieve our purpose and reach our vision over the 3 years)

    Mission - One summary sentence

Through coordination of member's expertise and effort, we help address the most significant needs in Cardano ecosystem

    Mission -Explanation

We provide impartial coordination of decentralised processes in blockchain ecosystems governed by their communities, specifically Cardano, guiding them to tangible outcomes (channeling effort to outcomes). We do this by helping people find commonalities, by proposing transparent standards for anyone who would like to actively provide value, leveraging a distributed global membership to reach consensus. (We help define open standards not rigid gated processes)

We support specialized member driven groups to coordinate and focus effort on areas that drive the ecosystem positive evolution.

We aim to provide the clearest and easiest entry point to participate and advance Cardano, and get value from it as a blockchain ecosystem governed by its community. We do this by acting as a reliable entity to look at when something important, that needs community participation and consensus, is happening or about to happen, and by making it easy to discover and use Cardano services provided by the ecosystem.

Through our innovative organizational structure we also help bridge and operationalize Cardano’s constitutional principles harnessing the power of the decentralised treasury and potential to the real world. We provide oversight via transparent on-chain reporting back to Cardano’s community.

Intersect 3 years Vision: Where will Intersect be if we pursue what we do successfully

(this is where will be in 3 years if we followed successfully our Mission)

    • Processes that are critical to Cardano are standardized, coordinated by at least one body with clear community support, and have easy paths for open participation. In particular key process currently supported by Intersect are:

      • Cardano Budget Process

      • Cardano long term vision and yearly roadmap process

      • Cardano Constitutional refinements process

Intersect 10 years Vision: Where do we aspire Intersect, its members and Cardano (and the world) to be if we keep progressing in this path

The foundation for a world governed in harmony by the people.

Cardano’s decentralised governance is the most advanced example for the world of coordinated human constructive collaboration towards a shared better future. Intersect’s coordination of individuals and organizations has created a strong self-supporting culture for individuals to work together.

    2026 Goals

Intersect’s 2026 goals focus on the areas where the organization provides the most essential value to Cardano: coordinating critical governance processes, enabling member-led delivery, and acting as a transparent and reliable administrator of community funds.

These goals recognise the scale of what lies ahead, the many unknowns still emerging in Cardano’s decentralized governance model, and the need to pioneer solutions together with the community. They provide clear direction without assuming central authority, and they reflect Intersect’s commitment to service, transparency and predictable delivery as Cardano continues to mature.

    1. Governance and technical coordination

Strengthening the processes, standards and technical coordination that enable Cardano to be effective and efficient as a decentralized ecosystem.

1.1 Budget, roadmap and vision cycles

    Summary: 2026 in one sentence

Intersect becomes a simpler, clearer and more effective coordination layer for Cardano, with stronger processes, empowered members and a reliable delivery assurance function.

    Intersect’s key principles

    • Cardano first: We prioritize Cardano’s infrastructure and ecosystem in all our endeavors.

    • Transparency: We operate in the open, with clear communication.

    • Servant leadership: We believe in leading by serving.

    How does Intersect’s structure contribute?

Member based organization - our members

Cardano on-chain governance needs off-chain discussion and coordination to properly serve the people. We are a member-based organization (MBO) because our mission and value depend on collective ownership, shared governance, and community participation.

    • Members aren’t just customers or beneficiaries, they are stakeholders.

    • Members bring diverse perspectives, expertise, and lived experiences. Better problem-solving, more representative governance, and fewer blind spots in decision-making.

    • The organization exists to serve its members, not to maximize profit or external shareholder value. So incentives stay aligned with the long-term goals of the community.

    • A member-based structure amplifies collective advocacy. The organization can influence policy, standards, or industry direction with the weight of its membership behind it.

Intersect is simply an aggregation and coordination point. Without the people, who have the expertise, who are interested and passionate about making Cardano better, Intersect can’t provide any value. So Intersect as an organization needs to ensure its structure is easy to navigate and use, so that these people can connect their effort and provide value to the ecosystem.

Intersect members have the right to vote who sit in which committee and on the Intersect board, so deciding who has the right expertise for the task. Members, via their discussions and work, are the one providing the recommendations to bring Cardano, and Intersect with it, forward, playing a critical role in the ecosystem. Without their effort, today the Cardano ecosystem would not even have the right to self-govern.

    Committees and working groups

(WGs and Committees broad framework, how do they act and evolve, what role do they play)

In Intersect, we open paths for participation to any contributor, from the least committed one who has little time to those who take on critical roles. We do this via options for participation related to detailed subjects.

Working groups, which can be created by any member or directly via the committees, are the core places where hands-on work happens, where detailed proposals are created, and where members and associates alike, as well as external contributors, can come together with a common task.

Committees are the formal member-elected bodies, where voting members represent Intersect as an organization in relation to the remit they have assigned. They discuss the broader needs of the Cardano ecosystem to arrive at a proposed solution, which could lead to a formal proposal in Cardano’s on-chain’s governance. To do this they meet regularly, work hands-on or might create dedicated working groups, and ultimately they vote on what proposal to bring forward.

When the membership or the Intersect sees a new need emerging, they might propose or decide to promote a working group to be an elected committee, or create a working group with the purpose of creating a new committee. As the ecosystem evolves, and committees get dedicated funding to work on the specific need they support, committees might evolve into their own MBOs (see details )

    Membership

(Membership, community hubs what role they play)

Intersect membership provides different levels of commitments to the effort members want to give to Cardano. Within the Wyoming structure, it ensures voting rights, and so direct decision making, for Members.

The different membership tiers, and the free associate subscription, give participants with different needs, a set of dedicated benefits to better provide their contribution to Cardano. For example, individual membership allows individual contributors to actively participate in discussions, elections and seating in committees and Board. Enterprise membership allows members to show Cardano’s value via their services, and gives them an explicit say in Cardano’s direction, and so more control over their business core stack. Educational membership allows institutions to bring academic expertise to the conversation while onboarding new people to Cardano.

    Community hubs

Intersect community hubs, act as the regional hearts of Intersect. They are the place where a remote global community becomes a local one, where members can connect and discuss in-person the dedicated needs and opportunities for their region.

Article II - Section 6: The Cardano Community is expected to support the creation, maintenance and ongoing administration of off-chain governance processes as may be necessary to give effect to this Constitution and to ensure that there is awareness of and an opportunity to debate and shape all future governance actions for the Cardano Blockchain.

Intersect Development Update - 2025 Report

    Introduction

Welcome to the Intersect Annual Report for 2025. This year marked a significant phase in Cardano's evolution, as it transitioned from a foundational setup to full community governance and implementation. Building on the infrastructure established in 2024, Intersect focused throughout 2025 on ensuring the lasting continuity and progressive development of the Cardano ecosystem through member empowerment and effective infrastructure management.

The year 2025 commenced with significant milestones, including the scheduled Plomin upgrade, which unlocked the final features of Cardano’s on-chain governance. Following this technical advancement, the delegate-approved constitution was submitted for on-chain community consideration in January 2025. Our collective efforts, in collaboration with members and the broader community, centered on refining and finalizing a sustainable budget for Cardano.

We are grateful to our members whose insights and active participation continue to drive our mission forward, ensuring Intersect remains an effective, transparent, and responsive organization.

    Letter from the Board

Dear Members, Partners, and Contributors of the Cardano Ecosystem,

2025 has been a defining year in the evolution of both Cardano’s governance and Intersect’s role as its member-based organisation. As the ecosystem transitioned from foundational design to full operational governance, our collective focus shifted from preparing the system to proving it. The successful implementation of the Plomin upgrade, the submission of the delegate-approved Constitution, and the execution of Cardano’s first community-led Treasury budget together marked a historic maturation of decentralized decision-making.

Throughout this pivotal year, Intersect has worked to ensure that community intent is translated into reliable, transparent, and accountable action. Administering the ecosystem’s first full Treasury cycle required the integration of legal, technical, administrative, and oversight functions at a scale never before attempted in the Cardano ecosystem. Through global listening sessions, workshops, and the coordinated execution of 39 Treasury withdrawals, Intersect helped operationalize a budgeting process defined not by central authority, but by the collective priorities of ADA holders. The establishment of a smart-contract–based payment framework and strengthened delivery assurance processes now provide a durable foundation for future Treasury cycles.

2025 also marked significant progress in Intersect’s internal governance. Committees became fully elected bodies, the Board transitioned to a member-elected majority, and enhancements were introduced to our election processes, rewards structures, and decision-making frameworks. These changes underscore a central principle: Intersect MBO exists to serve its members and to strengthen the democratic integrity of Cardano’s governance.

We also saw the evolution of Intersect’s membership landscape, from growth in numbers to growth in depth. While renewal cycles and governance fatigue were natural throughout the year, participation across working groups, committees, workshops, X Spaces, Town Halls, and in-person gatherings deepened meaningfully. These engagements reaffirmed a consistent theme: participation thrives when people feel informed, welcomed, and empowered to contribute.

The year also highlighted the growing resilience of Cardano’s infrastructure. During the recent temporary chain fork incident, Intersect played an important coordinating role, supporting clear communication, aligning ecosystem actors, and helping ensure that the chain remained stable and the community well-informed. Building on this, foundational work has already begun to strengthen core primitives and essential infrastructure for 2026, with Intersect serving as an anchor point to ensure these efforts reflect community priorities and are delivered with transparency.

Looking ahead to 2026, our priorities are clear. We will continue to simplify engagement pathways, reinforce our administrative and smart-contract infrastructure, expand support for open-source resilience, and deepen our work across global communities. Most importantly, we remain committed to ensuring that Intersect MBO continues to operate as a facilitator of community will, an organisation defined not by centralisation, but by service, transparency, and accountability.

On behalf of the Board of Directors, we extend our sincere gratitude to every member, contributor, builder, DRep, SPO, partner, and volunteer whose dedication shaped 2025. Your work, passion, and vigilance are the reason Cardano’s governance is no longer an aspiration, but a living, functioning system.

Together, we look forward to building on this year’s progress and continuing the shared journey toward a resilient, participatory, and globally impactful Cardano ecosystem.

    With appreciation,

    The Intersect Board of Directors

Steven Lupien , Kavinda Kariyapperuma, Adam Rusch, Gérard Maroney, Nikhil Joshi, Mercy Fordwoo, Rand Mchenry

    Intersect 2025: objectives and milestones

2025 marked a transformative year for Cardano and for Intersect. Building on the foundations of 2024, the organization guided the network from preparation to full community governance. The in January unlocked Cardano’s final governance features, enabling ada holders to make binding on-chain decisions. Shortly after, the delegate-approved Constitution was submitted for community consideration, completing the framework envisioned by .

Intersect’s role throughout the year was defined by continuity and delivery. The year’s progress was measured not only by technical milestones but also by the way members embraced their responsibility as stewards of Cardano’s future.

Key objectives realized in 2025 included:

    • Delivering Cardano’s budget: Focus was maintained on finalizing and executing the Cardano budget, ensuring sustainable funding for core initiatives and growth verticals.

    • Enhancing on-chain governance: We committed to making participation easier and faster, improving support services, and enabling the community to leverage the full governance capabilities of the protocol.

    • Fostering the developer ecosystem: We continued strengthening Cardano’s open-source resilience and innovation.

    • Providing administration services through our innovative organizational structure to help bridge and operationalize Cardano’s constitutional principles, harness the power of the decentralized treasury, and provide oversight via transparent on-chain reporting back to Cardano’s community.

    Significant milestones achieved in 2025:

    • Plomin upgrade: The Plomin hard fork was implemented, completing Cardano's transition to full community governance, making all governance actions available for ada owners to decide the outcomes. The governance action for the Plomin hard fork was expected to be raised in December 2024, with community governance actors voting until January 2025.

    • Constitution submission: The delegate-approved Constitution was submitted on-chain for broader community consideration in January 2025, following the Plomin upgrade.

    • Second Committee elections: The second committee elections took place in April 2025, making Intersect’s committees fully elected bodies.

Intersect as administrator - activating on-chain governance.

In 2025, Intersect fully realized its role as the operational backbone of Cardano’s governance, turning constitutional principles into functioning systems that now support decision-making at scale. Acting as , Intersect delivered the first full year of end-to-end decentralized governance processes, enabling the community to move from constitutional theory to real execution across budget allocation, Treasury withdrawals, and delivery oversight.

This transition required combining technical engineering, governance design, and professional administration. Every process, supplier onboarding, documentation standards, milestone verification, accountability checks, and reporting, was rebuilt for openness, consistency, and traceability. The result is a transparent operating environment where community-driven decisions can be executed reliably and audited publicly. Intersect’s in 2025 demonstrates that decentralized governance can be both democratic and disciplined. Community-made decisions can now be implemented through a professional system that provides transparency, accountability, and year-over-year predictability. The foundations laid this year will support a more streamlined, equitable, and scalable governance cycle in 2026 and beyond.

    Budget administration

The marked the first time the Cardano community collectively determined how Treasury funds should be deployed across infrastructure, research, and ecosystem growth. Intersect’s role was not to choose priorities but to enable the DReps to do so effectively.

Intersect supported each stage of the budgeting workflow through:

    • process documentation and intake standards

    • multilingual vendor engagement

    • structured workshops and reconciliation sessions

    • proposal refinement pathways

Following the workshop and refinement stages, DReps used the Ekklesia governance tool to prioritize proposals. Forty proposals exceeded the participation threshold and advanced to the Budget Info Action, requesting 275 million ada. Ultimately, were submitted for individual Treasury withdrawals, and 37 (95%) achieved the required constitutional supermajority.

    Treasury withdrawals and contract administration

Once community approval was secured, Intersect oversaw execution, including supplier contracting, constitutional compliance checks, and the establishment of milestone-based accountability routes for each engagement.

A significant advancement in 2025 was the deployment of the Treasury Withdrawal smart contract framework, developed in collaboration with ecosystem partners. The contract links payments to measurable deliverables, ensuring funds are released only when milestones are verified. This system:

    • produces an immutable record of progress

    • reduces administrative overhead

    • strengthens financial accountability

    • aligns work products with constitutional expectations

All active projects now operate under this contract architecture, defining a precedent for decentralized, transparent Treasury management.

    Delivery Assurance

Delivery Assurance matured into a permanent oversight function in 2025. Initially established in 2024 to support continuity contracts, it has since expanded into a core capability that validates progress across all Treasury-funded work. Throughout the year, the team implemented standardized supplier reporting requirements, structured milestone evidence reviews, early risk and variance detection, monthly summaries to the Budget Committee, and clearly defined escalation pathways for delays or scope changes.

By combining administrative responsibilities with a formal assurance process, Intersect ensures that community-approved work is delivered to specification, on time, and in alignment with ecosystem priorities.

A key component of this work is the , which provides the community with real-time visibility into every Intersect-administered project. The dashboard reflects Intersect’s milestone-based funding model, where vendors are paid only after milestones are verified and approved through established governance processes. This enables anyone to track progress at a glance, see which milestones have been met, which are under review, and where risks may be emerging.

    Smart Contracts and On-Chain Transparency

In 2025, Intersect introduced a new smart-contract framework that moves key elements of Treasury-funded administration directly onto the blockchain. Following the enactment of Treasury Withdrawal governance actions, funds are transferred into the (TRC). This smart contract securely holds Treasury funds on-chain rather than with any single administrator. From there, vendor-specific smart contracts are instantiated using the relevant , embedding each project’s delivery schedule, milestones, payment dates, and amounts into an auditable on-chain structure. Milestone Verification and On-Chain Accountability

Once a vendor smart contract has been signed, through a multisignature process involving Intersect, the independent oversight committee, and the vendor, its milestone schedule becomes active. When a milestone matures, the vendor withdraws payment directly from their contract instance, generating a transparent, verifiable record that links each withdrawal to the TRC and the original governance action. This creates a transparent chain of accountability from Treasury allocation to milestone payment, strengthening transparency and laying the foundation for increasingly automated Delivery Assurance processes in future funding cycles.

    Committees and working groups

In 2025, Intersect’s became the backbone of Cardano’s operational and governance machinery. Now fully elected, they strengthened legitimacy, representation, and community ownership across all decision-making. Together, they provided the structure and expertise needed to support a maturing governance system, coordinating technical development, open-source sustainability, budgeting, product strategy, and community engagement. Their working groups deepened specialist input, broadened participation, and ensured that complex topics were explored collaboratively, transparently, and in alignment with the .

    Across 2025, Intersect’s committees:

    • Strengthened internal governance, refining election processes, documenting decision-making pathways, and improving constitutional alignment.

    • Delivered technical leadership, coordinating hard forks, shaping protocol evolution, and guiding security readiness.

    • Activated Cardano’s first decentralized budget cycle, supporting DReps through proposal review, prioritization, and Treasury oversight.

    • Built sustainable open-source foundations, unifying governance, contributor frameworks, and lifecycle models across Intersect-managed projects.

What follows is a summary of each committee’s contributions throughout 2025, a year defined by deeper community participation, clearer governance structures, and the collaborative work required to support Cardano’s accelerating evolution.

    Intersect Steering Committee

The (ISC) focused on strengthening governance clarity, improving operational consistency, and reinforcing accountability across Intersect in 2025. As the organization transitioned into a fully elected governance structure, the ISC served as the anchor for process improvement and institutional maturity.

A significant milestone was the Committee Reward Policy, adopted in Q4 2025. This policy establishes a sustainable model for recognising the work of elected committee members and supports long-term participation across Intersect’s governance bodies.

Alongside this, the ISC completed a comprehensive Intersect Decision-Making Framework, scheduled for publication at year’s end. This framework provides a unified reference for evaluating, escalating, and approving decisions across working groups, committees, and the Board, bringing greater transparency and predictability to Intersect’s internal governance.

The ISC also implemented enhancements to processes, incorporating recommendations from the Governance Working Group. These improvements strengthened verification, clarified eligibility, and increased fairness and transparency across all election cycles, supporting the smooth execution of the April and October committee elections and the expanded Board election.

    Looking Ahead

In 2026, the ISC will focus on refining the decision-making framework, improving cross-committee coordination, reviewing the initial rollout of the Reward Policy, and continuing to strengthen governance safeguards as Intersect’s membership and responsibilities grow. The committee remains committed to providing clear, stable structures that support Cardano’s maturing governance ecosystem.

    Technical Steering Committee

The (TSC) played a critical role in maintaining Cardano’s technical stability and advancing protocol development throughout 2024–2025. Its work spanned hard fork coordination, security readiness, protocol improvements, and long-term technical planning.

Hard Fork Coordination & Protocol Upgrades

A significant milestone was the Plomin hard fork to protocol version 10, completing the activation of governance. The TSC coordinated parameter-setting, technical guardrails, and ecosystem readiness, while also managing a security incident over the December holiday that required urgent SPO upgrades to .

To strengthen future processes, the TSC created a Hard Fork Working Group (HFWG), now preparing Protocol Version 11 for Q1 2026. This upgrade includes significant Plutus improvements, BLS/M2M cryptography, and UPLC optimizations, delivering an expected 40–60% performance gain. Early planning has also begun for Protocol Version 12 and the upcoming Dijkstra ledger era.

    Security & Crisis Management

Working with the Security Council, the TSC formalized disaster-recovery procedures through and tested “fire drill” recovery scenarios, such as no-block production and bad-block injection on SanchoNet. These exercises produced validated recovery methods for mainnet-level incidents.

The December 2024 vulnerability further highlighted the need for improved communication channels, leading to strengthened coordination processes and plans for a dedicated incident-support function within Intersect.

    Governance Integration & Parameter Improvements

The TSC ensured protocol changes remained constitutionally compliant while improving developer experience. Key updates included increases to Plutus memory execution units and expanding on-chain capacity. All changes followed formal governance notice periods and technical guardrails.

The committee also defined transparent processes for technical assessments of governance actions, supporting DReps, the Budget Committee, and Treasury Withdrawal reviews.

    Technical Leadership & Ecosystem Collaboration

The TSC provided oversight across multiple technical domains, including repository stewardship (e.g., io-sim, typed-protocols), expansion of working groups, and participation in core research and ecosystem workshops such as Leios, Peras, node diversity, UPLC, and governance strategy sessions.

Committee members also offered technical guidance to DReps and Constitutional Committee members, ensuring governance decisions remained grounded in protocol realities.

    Network Coordination

    The Cardano Budget Committee

The (CBC) is an advisory committee that brings together relevant stakeholders from within the Cardano Ecosystem. The purpose of the budget committee is to use the knowledge and observations of these individuals to provide guidance, support, and oversight for Cardano’s annual budget processes.

The represents a landmark in Cardano’s governance evolution: the first time that budget authority moved entirely from founding entities to the community’s Delegated Representatives (DReps). The Budget Committee’s role throughout the year was to provide the structure, documentation, and process integrity required to make this transition both functional and credible.

Origins: From governance theory to operational reality

The 2025 budgeting framework was developed from the work of the Cardano Civics Committee in 2024. Their governance whitepaper established the core requirements for a decentralized budgeting cycle, including:

    • a predictable annual process

    • standardized documentation

    • stages for intake, refinement, prioritization, and ratification

    • clear boundaries and constraints

This framework was then refined through major governance workshops in London and Florida, where stakeholders collectively stress-tested assumptions, defined quality standards, and developed the procedural blueprint that Intersect later operationalized.

Building the environment for DRep-led decision-making

As Cardano prepared for its first DRep-led budgeting year, the Budget Committee focused on enabling, not influencing, the prioritization process. This included creating:

    • intake requirements and documentation templates

    • process timelines and decision gates

    • clarity around vendor expectations

    • guidance for workshops, presentations, and refinement

The roadmap proved essential. It established ecosystem-scale priorities for the upcoming year and ensured that DReps evaluated proposals within a shared strategic frame rather than in isolation.

    Supporting transparency and comparability

The Budget Committee organized early-year workshops to enable direct dialogue between vendors and DReps. These sessions improved clarity, ensured proportional scrutiny, and significantly raised the maturity level of proposals entering the prioritization phase.

The Committee also oversaw the publication of all process materials, templates, checklists, and governance guides through the Intersect Knowledge Base, providing a permanent public record of how decentralized budgeting is executed.

    What we learned

The 2025 process demonstrated that decentralized budgeting is viable, scalable, and strengthened by community participation. Key lessons include:

    • standardization is critical; uneven proposals cannot be prioritized fairly

    • interactive workshops are more effective than a written-only review

    • roadmap anchoring prevents fragmentation

    • process transparency increases community trust

    Looking ahead to 2026

Based on 2025’s findings, the Budget Committee will introduce improvements that include:

    • streamlined vendor intake and documentation

    • more explicit prioritization guidance and dispute-resolution routes

    • additional governance tooling for DReps

    • improved multilingual pathways

The 2025 cycle laid the groundwork for a more predictable, scalable, and globally inclusive budgeting system. The 2026 cycle will deepen this maturity, widening participation while strengthening the structural guardrails that enable decentralized budgeting.

    Open Source Committee and Office

The (OSC) is a decision-making committee that brings together relevant stakeholders from within the Cardano Ecosystem. The purpose of the OSC is to leverage the knowledge and observations of these committee members to provide guidance, support, and oversight for Intersect's open source initiatives, ensuring alignment with overall business objectives.

    Governance Structure & Operational Maturity

The OSC formalised its charter, election processes, and oversight responsibilities, transforming open source into a structured governance function. What began as loosely coordinated volunteer work is now a cohesive system that allocates budgets, guides strategy, and ensures open-source assets remain community-owned public goods.

    Contributor Pathways & Incubation

These ladders and incubation stages will be rolled out across all Intersect-supported repositories, providing consistent standards for project growth, mentorship, and sustainability.

    Project Maturity Framework

The OSC developed and piloted a maturity model to assess documentation quality, technical health, and governance visibility across projects. These assessments now serve as a standard benchmark for risk management and a structured roadmap for project improvement through Intersect’s lifecycle framework.

    Working Groups & Ecosystem Collaboration

Three OSC working groups, Tooling, Developer Experience, and Commercialization, advanced practical outputs and strengthened collaboration with partners such as the , , the , and . These partnerships help ensure Cardano’s open-source practices align with global standards.

    Paid Open Source Model (POSM)

The OSC continued rolling out the , introducing a structured approach to compensating maintainers of Cardano-critical tools and libraries. This program is already attracting attention across the blockchain industry as a model for sustainable open-source funding.

    Ecosystem Impact

    • Transparency: Policies, budgets, and maturity assessments are now openly published.

    • Repeatable infrastructure: Open-source delivery now relies on standards and systems, not individual heroics.

    • Cross-ecosystem adoption: Contribution ladders and maturity frameworks are increasingly referenced beyond Intersect.

    • Membership value: Each incubated project, working group, and assessment directly benefits the community that funds this work.

    Looking Ahead

In 2026, the OSC will focus on long-term stability and ecosystem-wide transparency, including:

    • Scaling the contribution ladder and recognition systems for maintainers

    • Launching a Contributor Observatory dashboard

    Cardano Product Committee

The made significant progress in 2025 by initiating the ecosystem’s first community-led long-term vision and annual roadmap. This work sets the foundation for a unified direction for Cardano, shaped directly by businesses, builders, members, and DReps.

    Ecosystem Input & Research

Starting in late 2024, the committee established a structured process to gather insights from across the ecosystem. Input was sourced through business interviews with global organisations, including banks and brands such as Vodafone and Hublot, as well as local gatherings, in-person and remote workshops, and open surveys. This marked the first coordinated product research effort for Cardano.

Developing the 2030 Vision & Strategy

With DRep support and budget allocation, the committee transformed this research into a first draft of the and Strategy. Through multiple iterations, refined via global workshops in Colombo, Nairobi, Singapore, Osaka, Tokyo, Barcelona, Cameroon, and beyond, the committee converged on a single Vision Statement, Mission Statement, and Strategy Document.

These drafts were shaped through a blend of enterprise insights, community feedback, and builder perspectives, ensuring broad representation and real-world applicability.

    Path to On-Chain Approval

Once sufficient community consensus is reached, the long-term vision and strategy will be submitted on-chain for DRep approval. If ratified, they will become guiding documents for future processes, including budgeting, roadmap alignment, and ecosystem coordination.

    Expanding Product Research

Alongside this work, the committee began rolling out an open grant process to support community-led product research. This initiative decentralises insight generation and provides new avenues for contributors to influence Cardano’s future direction.

    Transparent Governance

In 2025, the Civics Committee members wanted to focus on strengthening Cardano’s governance by improving transparency, communication, and openness across every part of their work and the system more widely.

Following lessons learned from the drafting of the Cardano Constitution, the committee prioritised making governance processes easier to understand and more inviting for members, DReps, SPOs, and builders. This included supporting DReps and SPOs through the first full budget cycle under Intersect by providing accessible explanations of roles and responsibilities, breaking down voting timelines, and attending community events to answer questions directly. The goal was an explicit desire to help ensure participation was informed, confident, and representative of the wider ecosystem.

    2025 Charter & Committee Focus

Civics also finalised a clear 2025 charter, which centred on five focus areas reflective of the committee’s commitment to openness and active participation:

    1. Constitution ratification and future constitutional amendments,

    2. fostering governance health and governance education,

    3. Civics input to the Cardano budget for Cardano Governance,

    4. enabling the Constitutional Committee elections, and

These commitments guided the committee’s year and provided an outline for community expectations. To make this work visible and collaborative, Civics oversaw and encouraged members of the community and relevant experts to contribute.

    Working Groups

The Governance Health Working Group explored how Cardano measures and improves the health of its governance systems. Through its work on , incorporating community feedback, the group shared learnings, making continuous improvement a priority. The full report will be published on our knowledgebase pages shortly.
