# Guidelines for Participation

### 1. Introduction

Intersect is administering an election process for the Constitutional Committee (CC).

This document outlines the guidelines governing participation in the 2026 CC election.

By taking part in this process, participants indicate their acceptance of these guidelines.

### 2. Role of Intersect

Intersect's role is strictly focused on providing the platform and tools necessary for conducting this CC election.

Intersect does not possess ownership of, nor exercise control over, the Constitutional Committee.

The CC operates as an independent entity.

### 3. Constitutional Framework

This election is conducted in accordance with the principles of the current Cardano Blockchain Ecosystem Constitution.

All participants are expected to be acquainted with and follow the principles and guidelines detailed in the Constitution.

### 4. Scope of Responsibility

Intersect does not hold responsibility for:

* Any actions or decisions made by the Constitutional Committee
* Any failure to act by CC members
* The outcome of this election
* The operational conduct of the CC
* The execution of decisions made by the CC

Intersect’s role is limited to facilitating the election process.

### 5. Eligibility and Registration Tracks

The criteria determining eligibility to participate are established within the Constitution.

Candidates must register and select one of the following tracks:

* Individual: A single person running as a candidate in their own right.
* Organisation: A single legal or informal entity with internal governance, acting as one candidate.
* Consortium: Multiple individuals or entities acting as a single unified candidate via a multisig wallet with a defined quorum.

#### Mandatory Requirement

All candidates must provide:

* **Cold Credential Hash**
* **Credential Type (Key or Script)**

This serves as the candidate’s on-chain identifier and will be verified prior to approval.

### 6. Election Process and Application Requirements

This election follows procedures established by Intersect, aligned with the Constitution.

Intersect retains the ability to adjust aspects of the process where necessary to maintain fairness and transparency.

| Voting Period                | June 13 – July 13, 2026  |

| Governance Action Submission | July 28 – August 2, 2026 |

#### Withdrawal Scenario

If thea top-ranked candidate withdraws before the Update Committee governance action is submitted:

→ The next highest-ranked runner-up candidate will be selected instead.

### 7. Application Requirements

All candidates must provide the following:

#### Core Information

* **Cold Credential Hash and Credential Type (Key or Script)**\
  Confirms technical capability to serve as a CC member
* **Contributions to Cardano**\
  Projects, roles, initiatives, or community activities
* **Motivation**\
  Reason for running for the Constitutional Committee
* **Why Decentralised Governance Matters**\
  Personal beliefs and values
* **Constitutional Familiarity & Interpretation**\
  Approach to interpreting the Constitution
* **Perspective You Would Bring**\
  Unique skills and viewpoints
* **Transparency Approach**\
  How decisions and voting rationale will be communicated
* **Conditions of Candidacy (if applicable)**\
  Any restrictions related to compensation
* **Contact Email**\
  Used for administrative purposes only (not public)
* **Declaration & Agreement**\
  All required checkboxes must be accepted

#### Additional Requirements by Track

**Individual**

* Full name or alias
* Professional background
* Governance experience
* Brief biography

**Organisation**

* Organisation name and description
* Authorised contact person
* Areas of expertise
* Governance experience

**Consortium**

* Consortium name
* Lead contact person
* Internal decision-making process (quorum, deliberation method)
* Member sub-form (each member must include at minimum name/alias and biography)

### 8. Drafts and Edits

* Applications may be saved as drafts prior to submission
* After submission, candidates may edit their profile
* Editing is allowed until the voting period begins
* Once voting begins, profiles are locked

### 9. Application Review

If an application:

* Appears incomplete
* Appears non-genuine

Intersect will attempt to contact the applicant.

If unresolved:

→ The Civics Committee may decide to **hide the application**

**Important:**

* Applications are **never deleted**
* All decisions to hide applications are **documented and communicated publicly**

### 10. Privacy and Information Disclosure

By participating, applicants consent to the collection and use of their data in accordance with Intersect’s policies.

#### Not Public

The following information is never publicly visible:

* Contact Email
* Declaration checkbox responses

#### Public Information

The following will be displayed on the candidate profile:

* Name or alias
* Biography
* Governance statements
* Social links
* Cold credential hash
* (For consortiums) all member information
