### Proposal Submission

During this phase, Budget Proposals can be submitted on Ekklesia. Feedback and iteration begin as soon as proposals are published.

Submission is now closed — no new proposals can be added (but existing proposals can be edited). Focus shifts to refining existing proposals and preparing them for the voting phase.
